Position: Fiscal Officer

Reports To: Mayor and Village Council

Appointment: By Mayor with Council approval (Ord. 133.01(c))

Status: Appointed Official, Exempt

Effective Date: January 1, 2026


Position Overview

The Village of Cedarville seeks an experienced and detail-oriented Fiscal Officer to serve as the Village’s chief fiscal and administrative officer. Appointed under Ohio Revised Code §733.262 and Village Ordinance Chapter 133, the Fiscal Officer is responsible for managing all financial operations, records, and reporting for the Village, ensuring legal compliance, fiscal transparency, and efficient administration. This position replaces the former elected Clerk-Treasurer role.


Key Responsibilities

Financial Administration

  • Maintain accurate records of all Village receipts, expenditures, and accounts.

  • Prepare monthly, quarterly, and annual financial reports for the Mayor and Council.

  • Oversee annual budget preparation and certify fund availability for expenditures.

  • Manage bank accounts, payroll, accounts payable/receivable, and audits.

  • Ensure compliance with Ohio Revised Code fiscal regulations and Auditor of State requirements.

Records & Clerical Management

  • Serve as the official recordkeeper for Village ordinances, resolutions, minutes, and contracts.

  • Ensure compliance with the Ohio Public Records Act and respond to records requests.

  • Prepare and distribute Council and committee agendas, minutes, and reports.

Administrative & Policy Support

  • Advise the Mayor and Council on fiscal policies and best practices.

  • Support Village departments with financial and administrative procedures.

  • Perform additional duties as assigned under Village ordinances and state law.


Qualifications

  • Bachelor’s degree in Accounting, Finance, Public Administration, or related field (preferred).

  • Minimum of 3 years of progressive fiscal or administrative experience, preferably in local government.

  • Knowledge of municipal accounting, budgeting, and public finance principles.

  • Proficiency in governmental fund accounting, financial software, and Microsoft Office Suite.

  • Strong organizational, analytical, and communication skills.

  • Experience with Ohio Auditor of State reporting and public records management preferred.


Additional Requirements

  • Appointment by Mayor with majority Council approval.

  • Residency in the Village within six months of appointment (unless otherwise approved).

  • Subject to bonding and background check.

  • Attendance at evening Council and committee meetings required.


Compensation and Benefits Compensation and benefits are set by ordinance or Council resolution. This position is exempt and serves at the pleasure of the appointing authority.
